Places like Discord aren't implementing Age Verification and other bullshit willingly (many are actively fighting back against these laws!).
All these "child safety" policies are being implemented/considered in so many places that it's hard for companies to keep track.
Governments are doing it because 1: It's a super simple "solution" for a complex/multi-faceted issue (child safety on the internet) 2: They see it as an excuse to further advance mass surveillance (pretty obvious) 3: In the case of the EU and UK, it's animus against various American tech companies for a complex mix of refusing to comply with government censorship orders and genuine issues.
