The EU must be explicitly defined as a federal state, with state authority transferred to a primary European constitutional order. Parliament must be established as a fully-fledged legislative body, clearly acting as a government. A uniform primary EU citizenship must be established with the definition of a European territory. Depature from NATO or transformation.
