Any simple suggestions on replacing C1 in this circuit?

What value capacitor(?) it is? Or likely to be?

C1 selected as possible fault on basis of possible magic smoke residues.

Board is from an artificial Christmas tree with optic fibre tipps in the foliage.

The green LEDs will now only flash for <0.5 seconds very very infrequently.

I have a multimeter and a soldering iron.

Suggestions for hashtags?

Bottom of the simple circuit board.
Middle of left side has a surface mount component labelled C1. It seems to be the centre of a small discoloured area on the circuit board.
