They are also hosting more training for ICE watch groups. These are the groups who respond to the calls and film ICE.

He was NOT in front of the car, he was on the side, leaning over the SIDE (his feet clearly visible on the SIDE of the vehicle). The second and subsequent shots were fired as her car was already past him, driving away.
